FEMA Maps

This map is from FEMA showing the entire town of Kiowa with red highlighted section crossing the Kiowa school.  Why is the rest of that area up and downstream not included in the flood zone?  Obviously, FEMA knew about at that time.  They had the flood zone fully drawn on their map.
