Map observations

  1. This map is from FEMA showing the entire town of Kiowa with red highlighted section crossing the Kiowa school.  Why is the rest of that area up and downstream not included in the flood zone?  Obviously, FEMA knew about at that time.  They had the flood zone fully drawn on their map.  Particularly noticeable is the "TO HS" notation with an arrow pointing at the Kiowa school grounds.  It is clear that there was an emphasis by the FEMA folks doing this map.  With the rest of the watershed up and downstream of that part of the designated flood zone obviously delineated, why didn't the FEMA folks designate areas outside the then existing town limits as a flood zone?  No other similar notation appears on the map!
