The Kiowa school board is required by state law to raise the school mill levy by one mill annually until it reaches 27 mills and that money must be given to the state!  I don’t think many except the school board and other school officials know this fact.  People who attend the school board meetings may know this as well but few if any others do.  So the local school board, which I am pretty sure is the same in all public school districts, has no control over school tax rates!  The only control they have over school income is floating annual school bond issues like the current 4A new school initiative.  Most spending for capital improvements is done via grants which are specifically designated and approved by the state.

At the Dec. 13, 2023 Kiowa C2 school board meeting board member Ullom stated:  “...we are required by state law to increase our mill by one mill every year until we reach 27 mills. However, the District will not receive any more money as the State will take the money. All Board members stated Aye.i”  Let that sink in.  The county is required by state law to collect the school tax which is administered and agreed upon by the local school board by state requirements, the county then sends that tax to the school board’s bank and the school board then sends that money to the state of Colorado!  Does this seem like a money laundering operation to you?  It also bares similarity to the sidewalk shell game seen in many cities.  Keep your eyes on the shell as it moves rapidly around.

The school board must seek to raise our taxes or face the unpleasant reaction by the state to cutoff the grantsiiand deficit funding that the school needs to operate.  It’s like a subsidized company under government receivership.  This is apparent if you read school board minutes enough.

With the state requirement for the school board to keep raising the mill levy each year until it reaches 27 mills and the current Kiowa C2 mill levy at 22.188iiithere will be 5 more annual increases which the school board has no control over!  That means an annual school tax increase of 5% is already baked into the school cake.  If the current 4A ballot initiative passes, the per pupil cost at the school will be over $20,000!  That will cost taxpayers $1/4 million for each 12 years of education per pupil!  Wow!  Now we know why parents don’t want to pay for this themselves and instead let others pay the price.  By the time the school levy mill rate reaches 27 mills, the state will no doubt raise the bar even higher!!  The school system is an inflationary engine impoverishing the people.  When was the last time you went to a school board meeting to voice your opinion?  Just say NO to new taxes!
